
Property Tax Committee

PURPOSE: To educate residents and property owners in the Town of Rochester of the manner in which Town of Rochester property tax assessments and property taxes are determined, provide information on eligibility for available abatements and other ways that residents and property owners might reduce their property bills, to ensure that assessment criteria are fairly and consistently applied, assist and advise the Office of the Assessor in matters related to property tax assessments, and to make recommendations to the Town Board on matters related to property taxes in a manner that balances the need for revenue to provide governmental services, with equity and fairness for the taxpaying public.
ACCOUNTABILITY: The committee members will be appointed by and are accountable to the Town Board and shall solicit and receive public input.
TERM: The committee shall exist until dissolved by the Town Board. New members can be added at any time by the Town Board.
SCOPE OF WORK:
1. Assess current Town methods of disseminating information to residents and property owners regarding tax assessments and revaluations, and provide recommendations to the Town Board and the Office of the Assessor as appropriate.
2. In consultation with the Town Board and Office of the Assessor, design and implement dissemination of information on comparable valuations, revaluations, abatements, and methods by which residents can reduce property tax bills.
3. Provide input and recommendations to the Office of the Assessor on matters pertaining to assessment methodologies and office operations and methods.
4. Prepare written recommendations to the Town Board based on committee deliberations and resident input. | |
